This books aims to fill the knowledge gap on states' obligations to hold genuine elections. By extrapolating UN treaty provisions and highlighting the body of UN case law that has developed into authoritative treaty interpretations, the guidelines define the international obligations for elections that are enshrined in UN treaties.
The guidelines aspire to near-global applicability and are designed to be a "one-stop-shop" that focuses explicitly on national accountability and ownership, an essential tool for EMBs and national stakeholders engaged in electoral reforms. The focus on UN treaty obligations is meant to promote consistency, objectivity, impartiality, accuracy and professionalism in drafting and reviewing legal frameworks for election. The guidelines includes innovative tables of jurisprudence and revised checklists which facilitate user friendly review of how far national legal frameworks comply with UN treaty provisions and jurisprudence on elections.
